Syracuse, N.Y. -- Daylight saving time is coming soon, and it’s about as late in March as it possibly can be.
On Sunday, March 13, we’ll move our clocks ahead by one hour. Daylight saving time always starts the second Sunday in March, so the latest date it can happen is March 14.
Computers, TVs and cell phones will automatically update at 2 a.m., but you’ll want to manually set any other clocks back one hour. We always “spring forward” when DST begins and “fall back” when it ends.
Daylight saving time will end on Nov. 6 this year. The federal Energy Policy Act of 2005 decreed that standard time starts on the first Sunday of November.
Time zones and daylight saving time are overseen by the U.S. Department of Transportation. The department’s website says that daylight saving time saves energy, reduces traffic fatalities, and reduces crime.
Not everybody agrees. A leading author on daylight saving time said it only cuts electrical use by 0.5% -- if that. A study in Indiana in 2008 showed little change in energy use when parts of the state went to daylight saving time. Similar results were found in Australia in 2000, when part of the country switched temporarily to daylight saving time to extend the hours for Summer Olympics events.
States can opt out of daylight saving time and remain on standard time all year if the governor, state legislature and Congress agree. So far, just Hawaii and Arizona have done that. Eighteen other states have enacted legislation or passed resolutions that would make daylight saving time permanent, but Congress would have to change federal law to allow that, according to the National Conference of State Legislatures.
There’s a similar bill pending in New York, introduced in the state legislature by Central New York state Sen. Joe Griffo, R-Rome, that would make daylight saving time permanent. Another bill authorizes a task force to study the effects on New York state opting out of daylight saving time. All bills remain stuck in committee.
